The short answer
Opening a gym in Dubai is mostly a property and operations project with a licence attached. The licence itself is a small line. The big decisions are the site (rent and catchment), the fit-out standard and who will run the floor every day. The seven steps, in order:
- Pick the format and catchment. Decide the gym type (boutique studio, 24/7 compact, full-service) and the residential community it will serve. The format sets your floor area, equipment and price point.
- Set up the company and licence. Register a company and get a trade licence with a fitness activity from DET on the mainland, or from a free zone that permits fitness activity for premises inside the zone.
- Secure the premises. Sign a lease for a unit whose use, floor loading, ceiling height and parking suit a gym, and register the lease with Ejari. Get the landlord's no-objection for gym use and fit-out.
- Get fit-out and safety approvals. Submit fit-out drawings for municipality and civil defence approval, and confirm any sports-facility registration your activity requires, before building.
- Fit out and install equipment. Build flooring, HVAC, lighting, changing rooms and acoustics, then install commercial equipment. Allow for delivery lead times.
- Hire, certify and insure. Hire coaches and front-desk staff, arrange visas and medical insurance, check certifications, and take out public liability insurance.
- Pre-sell and open. Pre-sell founding memberships before opening, pass final inspections, and open with a retention plan for the first 90 days.
Licences and approvals
Mainland or free zone
A gym that sells memberships to the public usually takes a mainland licence from the Dubai Department of Economy and Tourism (DET, formerly DED), because a mainland licence lets you serve customers anywhere. Some free zones license fitness activity for premises inside their own zone, which can suit a gym within a free zone community. Since 2021 most mainland activities can be fully foreign-owned (UAE Government portal).
What you will typically need
- A trade licence with a fitness centre or sports facility activity (DET or the free zone).
- A lease registered with Ejari, plus the landlord's no-objection for gym use and fit-out works.
- Fit-out and building approvals from Dubai Municipality (or the master developer in some communities).
- Fire and life-safety approval from Dubai Civil Defence before opening.
- Any sports-facility registration attached to your activity. DET lists the external approvals your activity code needs; confirm them before you sign the lease.
- Staff visas, medical insurance and recognised trainer certifications (many operators and insurers expect coaches to be registered, for example with REPs UAE).
- Public liability insurance and signage permits.
- VAT registration once taxable supplies pass the mandatory threshold (Federal Tax Authority).
Approval sequences change and differ between communities, so treat this as a checklist to take to DET or a licensed business-setup adviser, not as legal advice.

Worked example (our estimate, not a quote): a 3,000 sq ft gym at AED 175 – 300 per sq ft of fit-out is AED 525,000 – 900,000 of build, before AED 150,000 – 300,000 of equipment, licences and approvals, the rent deposit and several months of salaries. That is why mid-size projects land near the top of the published first-year ranges.
Buying a gym for sale: checklist
Listings for a running gym for sale in Dubai appear regularly on marketplaces and broker sites. A going concern can save months, but only if the numbers are real. Check:
- Bank statements and the membership system's export for at least 12 months, not a seller's summary.
- Active paying members, churn and how many are on prepaid annual plans you would have to honour.
- The lease: remaining term, rent reviews, the landlord's consent to transfer, and any key money.
- Equipment age, service history and whether any of it is leased or financed.
- Licence and approvals: that the trade licence activity, civil defence and other approvals transfer or can be re-issued.
- Staff contracts, visas and end-of-service gratuity liabilities you would inherit.
- Online reviews and the reason for sale.
